HSEC Standards

The Xstrata HSEC Policy and Standards were developed around the ICMM principles of sustainable development and global leading practice management systems. This approach was supplemented with extensive engagement with our operational managers, HSEC managers, executive management teams, the Group Executive and the Board, as well as benchmarking against our industry peers and companies outside the industry. Engagement with investors, consultants and other external parties was also undertaken. The 17 Standards are listed below.

Standard 1: Leadership, Accountability and Ethics
Xstrata Directors, managers, employees and contractors demonstrate continuing commitment to excellence in HSEC management and ethical business practices.
Standard 5: Risk and Change Management
HSEC hazards and aspects associated with Xstrata operations, including planned and unplanned changes, are identified, risk assessed and eliminated or controlled. Catastrophic Hazards are specifically covered in Standard 6.
Standard 4: Communication and Engagement
Communicate and consult effectively with stakeholders and engage them in HSEC matters through equitable and culturally appropriate means.
Standard 2: Planning, Resources, Objectives and Targets
HSEC strategy and annual HSEC plans, together with achievable and measurable objectives and targets are an integral part of the Business Planning Process, leading to continuous improvement in HSEC performance.
Standard 6: Catastrophic Hazards
To ensure that the organisation has the culture, processes, and structures to identify and manage potential health, safety and environmental catastrophic hazards over the life of its operations.
Standard 12: Community
To identify key community risks and opportunities and manage those effectively to prevent adverse impacts and deliver sustained benefits to the communities in which Xstrata operates.
Standard 13: Project Management
To effectively manage the HSEC risks throughout all project phases, i.e. exploration, pre-feasibility, conceptual design, detailed design, procurement, construction, commissioning, operation, decommissioning, closure and disposal.
Standard 7: Legal Compliance and Document Control
All relevant laws, regulations, standards, codes and Xstrata HSEC performance requirements are compiled through an effective HSEC management system that includes document and data control.

HSEC Assurance Programme

Tosupport the implementation of the policy and management standards and to provide assurance tothe Xstrata Board that the required standards are being met, each site will be independently audited every two years using the Xstrata HSEC Assurance Audit. The audit was developed in 2004 to measure performance against the Xstrata HSEC Policy and HSEC Standards.

Standard 3: Competency and Behaviour
Employees and contractors have the appropriate levels of HSEC competence to perform their work activities, in accordance with Xstrataís HSEC Policy, Standards, Business Principles, Procedures and behavioural expectations.
Standard 15: Incident Management
To investigate, respond to and take appropriate corrective and preventative action following a HSEC incident.
Standard 16: Assessment and Reporting
To provide assurance that all operations meet the performance criteria defined by Xstrataís HSEC Standards and the goals and objectives of the organisation
Standard 8: Operational Integrity
Operational integrity of plant and equipment is ensured and the HSEC risks associated with operational and maintenance activities are managed.
Standard 17: Emergencies, Crises and Business Continuity
To ensure appropriate resources and effective emergency response, crisis management and business continuity plans are in place to manage site emergencies and business crises.
 
Standard 9: Health and Occupational Hygiene
To identify, assess and control occupational health hazards through practical and reasonable measures to, where practicable, eliminate work-related illnesses and injuries.
   
Standard 10: Biodiversity and land management
To develop and implement scientifically sound technologies and procedures for the effective management and conservation of biodiversity and rehabilitation of disturbed land to a planned post-closure use.
   
Standard 11: Contractors, Suppliers and Partners
Compliance with Xstrataís HSEC Policy and Standards through the systematic selection, engagement and management of contractors, suppliers and partners who provide Xstrata with products and/or services.
   
Standard 14: Product Stewardship
To minimise adverse HSEC impacts of Xstrataís operations and products and promote technologies that are efficient in energy, resources and materials usage.
